REVIEW OF THIS FIVE - YEAR PROGRAM'S FIRST TWENTY - MONTH PHASE OF OPERATION.
Abstract
THE PILOT CITY PROGRAM IS DESIGNED AS A LONG - RANGE RESEARCH AND DEVELOPMENT PROGRAM. ITS OVERALL GOALS INCLUDE REDUCTION OF CRIME AND DELINQUENCY, UPGRADING OF THE CRIMINAL JUSTICE SYSTEM AND IMPROVEMENT IN THE QUALITY OF JUSTICE. TO MEET THESE GOALS, THE PROGRAM BEGAN WORKING IN THREE AREAS - PILOT RESEARCH OF CRIMINAL JUSTICE SYSTEM PROBLEMS, TECHNICAL ASSISTANCE TO CRIMINAL JUSTICE AGENCIES, AND THE DEVELOPMENT OF 'MODEL' DEMONSTRATION PROJECTS IN THE COMMUNITY. MECHANISMS WERE ALSO DEVELOPED FOR COORDINATING THE PILOT CITY PROGRAM WITH OTHER LOCAL, STATE AND FEDERAL CRIMINAL JUSTICE PLANNING ACTIVITIES. THE APPENDIXES CONTAIN THE LISTS OF PHASE ONE PUBLICATIONS AND THOSE AGENCIES CONTACTED BY PILOT CITY STAFF DURING THIS PERIOD.
