Colombia operates a program to provide financial compensation to civilian victims of terrorist acts, guerrilla attack, combat, or massacres. Foreign nationals are not eligible for compensation under this program. In addition, Colombia does not currently have a program for compensating victims of violent or personal crime.

Foreign nationals are not eligible for compensation. The Colombian program offers benefits to every civilian Colombian national who, as a result of any terrorist act, guerrilla attack, combat or massacre is personally injured or suffers economic or property losses.
To receive compensation, victim must obtain a certification from a competent authority stating the reason the applicant believes she or he is a victim of violence.
