FUNDING
The program receives an annual appropriation from the state general fund, and 10% of wages earned by inmates in the Correctional Industries Program. A VOCA grant is received each year.

ELIGIBILITY REQUIREMENTS
Reporting period: 72 hours
Filing period: 18 months
Exceptions: Requirements may be waived for good cause

PROCEDURES
All claims are adjudicated by staff and applicants are notified of their eligibility and benefits.
Appeals: Within 60 days of the administrative decision, an applicant may request a denovo hearing before the commission members. If the applicant is dissatisfied with the commission decision, a reconsideration request may be made. Within 30 days of the commission decision, the applicant also may file an appeal to the circuit court in which the applicant resides. The sole ground of appeal is that the decision exceeded the commission's authority.

BENEFITS
Maximum award: $10,000 Compensable Costs
Note: Amounts shown below are guidelines rather than limits, and may be exceeded

• Medical expenses
• Mental health counseling: $5,000
• Lost wages/support: $3,000
• Funerals: $4,000
• Moving expenses: $3,000
• Replacement services: $500 for housekeeping and child care
• Crime-scene cleanup/evidence: $500 for clean-up; $3,000 for repair or installation of locks/security; $200 for clothing taken as evidence
• Travel: by air, if services are not available on island of residence
• Rehabilitation
• Attorney fees: $150
• Pain and suffering: $1,000
