DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME VICTIMS. As stated in our previous report, VOCA funds continues to be indirect towards Guam's Criminal Injuries Compensation Commission. Issuance of VOCA funds would be primarily for Victim's reparations.2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACTH OF CRIME ON VICTIMS? WHAT ARE THE RESULTS? Our program would probably measure on an average scale. It's really dependant on the processing of the claims and access to other information (i.e. Police reports, medical receipts ... etc.) from the victims. Since the GCICC has resumed it's mission, the commission has processed a backlog of cases from 2001, as well as 2002. Currently, it is difficult to gauge the efficiency of our program. Once the GCICC settled down and resumes normal operations, the commission may be able to properly measure its' programs efficiency and effectiveness.
3. DID YOUR STATE USE VOCA ADMINSTRATIVE FUNDS? NO IF YOUR STATE USED VOCA ADMINSTRATIVE FUNDS, PLEASE DESCRIBE THE IMPACT THESE FUNDS HAVE HAD ON YOUR STATE'S ABILITY TO PROVIDE COMPENSATION OR IMPROVE VICTIM SERVICES. VOCA Administrative funds were not utilized during this time period. Plans for such funds will address the commission's administrative needs pursuant to Guam Public Law 20-155.
