1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME VICTIMS. Section IV Other - Probate Court Fees- $9,706; Parents' lost wages - $1,575; Parents' special needs - $7,583. ======= During FFY 2001-2002, VOCA funds were used to award compensation to crime victims injured or killed in Connecticut. These funds were needed to provide additional funding to state crime victims and it was critical to meeting their expenses and loss of earnings.

2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACTH OF CRIME ON VICTIMS? WHAT ARE THE RESULTS? To determine the Compensation Program's efficiency and effectiveness in reducing the financial impact of crime on victims, we measure the average processing time (APT) of claims. The APT begins from the date the claim is filed to the date the first payment is batched. In part, APT is measured by the Compensation Program's automation system. However, becasue the program's affect on APT ends with batching (other entities continue the payment process), we add a good-faith estimate of three weeks to the automation system's APT. This three weeks is meant to take into account the invoicing that takes places at Judicial Accounts Payable and work completed by the State Office of the Comptroller

3. DID YOUR STATE USE VOCA ADMINSTRATIVE FUNDS? YES IF YOUR STATE USED VOCA ADMINSTRATIVE FUNDS, PLEASE DESCRIBE THE IMPACT THESE FUNDS HAVE HAD ON YOUR STATE'S ABILITY TO PROVIDE COMPENSATION OR IMPROVE VICTIM SERVICES. VOCA Administrative funds provided funding for temporary staff to assist in the processing of compensation claims. This additional staffing was used to gather necessary information needed to process compensation claims in a more expedient manner. Administrative funds were also used for software development and equipment for the new automated claims processing system. The new system was installed in January 2002. It is anticipated that the new system will improve processing time as well as providing management with additional tools to monitor the claims processing system.
