DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME VICTIMS. Ability to serve more victims during a time when state funds (collections) are down. Since 9-11, awareness of Victim Compensation has increased, therefore our state funds are inadequate to fully compensate victims of violent crime. The federal VOCA funds go a long way in helping the 22 district compensation programs.2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACTH OF CRIME ON VICTIMS? WHAT ARE THE RESULTS? We require each of the 22 state compensation programs to process and pay claims 45-60 days from the date the application is received. Each district program measures its effectiveness in different ways: client satisfaction surveys, annual and semi-annual claim and policy review.
3. DID YOUR STATE USE VOCA ADMINSTRATIVE FUNDS? YES IF YOUR STATE USED VOCA ADMINSTRATIVE FUNDS, PLEASE DESCRIBE THE IMPACT THESE FUNDS HAVE HAD ON YOUR STATE'S ABILITY TO PROVIDE COMPENSATION OR IMPROVE VICTIM SERVICES. Without these funds Colorado would not be able to maintain a level of consistency and technical assistance to the 22 compensation programs in the state. Our unique decentralized system provides for a timely local response to crime, however, training and monitoring of programs is the responsibility of the state. Without these funds we would not be able to provide an appropriate level of service to the districts.
