1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
Without VOCA funds, the Wisconsin Crime Victim Compensation Program would not be able to meet the needs of crime victims in Wisconsin.  The cost of claims has risen, particularly the medical and dental costs.  
 
2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
   OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
We have a computer program and the goal is to input claims within 24-48 hours of receiving them.  Our system shows that from receipt date to date of determination takes 8.43 weeks.  The system shows that from determination date to first payment date takes 13.06 weeks.  The system also shows from receipt date to first payment date is 22.71 weeks.  However, the time of payment doesn't reflect the fact that during the course of the year, we may be unable to make payments due to lack of funding, which requires our program to hold off in making payments.
