1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
The VOCA funding has been a valuable resource to the State of Utah in helping to meet the needs of victims of violent crime statewide. During Federal FY08 Approximately 4508 victims of violent crime were granted awards totaling $7,429,409.00 funded in part by monies made available throught the VOCA program. 
 
2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
   OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
Monthly automated statisticial reports are run on Reparations Officer's case load to show the following: 1. Claims assisgned to each Officer for the reporting period. 2. Claims approved by each Officer. 3. Claims denied by each Officer. 4. Claims closed by each Officer. 5. Total claims completed by each Officer. 6. The average processing time of each Officer. Note: The results obtained by these statistics reports show CVR's average processing time from date received to the date of determination is 29.52 days. The results obtained by these statistics also show that the average processing time for each Officer for the date received to when the first payment is made is 62.12 days.

   IF YOUR STATE USED VOCA ADMINSTRATIVE FUNDS, PLEASE DESCRIBE THE IMPACT THESE FUNDS HAVE HAD ON YOUR
   STATE'S ABILITY TO PROVIDE COMPENSATION OR IMPROVE VICTIM SERVICES.
During Federal FY08 VOCA Administrative funds were used by CVR. These funds allowed CVR to rent additonal office space to expand our program. We were able to hire additional temporary staff to help with workloads to assist victims in a timely matter. These funds allow key staff members to attend and receive valuable training through Conferences and the victim academy. Because of these funds we are in the process of developing a new computer database for our program. Without these additional VOCA administrative funds, these things would not have been possible. The 5% cap placed on us by the VOCA grant rules and polices for administrative funds has not been exceeded.
