Please respond to the following questions
additional 8x11 sheets may be attached if necessary

1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
Our program depletes all available funding every year. Without VOCA funds, innocent victims of crime would suffer additional emotional and financial stress because claims could not be paid timely.

2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
The average number of weeks to process claims is 16 weeks. The process time is measured through automated means.

3. DID YOUR STATE USE VOCA ADMINSTRATIVE FUNDS?   Yes
IF YOUR STATE USED VOCA ADMINSTRATIVE FUNDS, PLEASE DESCRIBE THE IMPACT THESE FUNDS HAVE HAD ON YOUR
STATE'S ABILITY TO PROVIDE COMPENSATION OR IMPROVE VICTIM SERVICES.
Our Administrative funds paid for two additional positions plus new software.

Our previous software was an old court system that was antiquated and in the process of crashing.. The new software (TimeMatters) is a Microsoft based program that allows staff to process claims. Microsoft Word speeds up the actual processing time of each claim and allows pertinent letters to be mailed quickly informing victims/claimants of any information needed to process their claims in a more timely fashion.

VCS is a small division with only 10 employees. Every year, the director request additional state appropriated positions and each year we are not successful. The following two positions are essential for processing claims timely.

Two positions are paid for out of the admin funds:

Receptionist: The program receives over 1,500 calls per month from victims and claimants.

Rape Claims Examiner: This position processes all rape claims that are received.
