The 2008 Florida Legislature expanded eligibility for victim compensation benefits to include mental health counseling for identified victims of child pornography as well as victims of online sexual exploitation. The Crimes Compensation Trust Fund suffered a substantial hit with budget reductions imposed by the Legislature, and VOCA funding is a major stabilizer for the trust fund. Budget constraints resulted in a reduction of provider payments from 75% to 66%, as well as reduced caps for mental health benefits. Economic loss and funeral/burial benefits were not affected by the benefit reductions. While the benefit reductions affected the providers' reimbursement amounts, the impact on the victim was less because payment by the trust fund is payment in full pursuant to Section 960.14(4), Florida Statutes. |

2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT OF CRIME ON VICTIMS? WHAT ARE THE RESULTS? |

Efficiency and effectiveness are measured through (1) quality assurance reviews (random physical review of claim documentation and eligibility determination and payments) of staff performance; (2) number of "perfected" claims received (assessment of incoming claims with supporting documentation submitted with the original claim); and (3) processing time (automated measure that assesses time from receipt of claim until eligibility and from receipt of claim until payment). During this reporting period, the average time from date of receipt of claim until eligibility was 25 days, with payment following within an additional 5 days (compared to 9 days in the previous reporting period), despite a 4.7 percent overall workload increase. |
