1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
Federal VOCA compensation funds significantly impact the assistance available to victims of crime in the State of Colorado, as historically annual state victim compensation collections average approximately $7-$9 million.  Federal funds are able to assist jurisdictions that have limited funds when there are high instances of crime during a particular period.  Without the additional federal funds, the assistance to victims would be limited.  
 
2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
   OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
Processing time is measured in each of our 22 Judicial Districts through a computerized data entry system that determines an average based upon the date of receipt of a completed application and date of first payment.  These figures are reported quarterly to the Division of Criminal Justice and a statewide average is calculated for each federal reporting period.  Programs are encouraged to process and pay claims 45-60 days from the date a completed application is received.  For the time period 10/1/07 ? 9/30/08, the average claim processing time was 8.55 weeks.

Colorado?s decentralized system provides for a timely response to the victims in 22 local judicial districts.  The administrative funds utilized by the Division of Criminal Justice support training, technical assistance and support, monitoring and statewide reporting.
