1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
VOCA funds have allowed Virginia to expand services to meet the needs of crime victims.  This year, the Fund increased its maximum award from $15,000 to $25,000 effective July 1, 2007.  The Virginia Criminal Injuries Compensation Fund (CICF), would not have been able to make this change without federal funding.  As medical costs rise, the cap increase will allow CICF to better meet the needs of seriously injured victims.
 
2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
   OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
At CICF processing time is measured through an automated database.  Currently, the average of all claims is 42 days to claim determination.  The Fund also negotiates bill reductions so that claimants who have bills that exceed the CICF cap will not be balanced billed.  Negotiating rates also retains the amount of funds potentially available to a victim.  Last year, CICF staff saved victims and the Fund $391,000.00.
