1. DESCRIBE THE IMPACT THAT VOCA FUNDS HAVE HAD ON YOUR PROGRAM'S ABILITY TO MEET THE NEEDS OF CRIME
   VICTIMS.
The funding has allowed us to improve benefits to better meet 

victim needs; specifically, it has allowed us to increase our relocation benefit for domestic violence victims who are in immeduate threat of seafety by their offenders.
 
2. HOW DO YOU MEASURE YOUR PROGRAM'S EFFICIENCY AND EFFECTIVENESS IN REDUCING THE FINANCIAL IMPACT
   OF CRIME ON VICTIMS? WHAT ARE THE RESULTS?
Most of the feedback used in evaluating the efficiency of the program is provided by VOCA subgrantees, and by police, prosecutors, and victim witness advocates.  A shorter processing time is a continuing goal, especially with the increase in funds being used for relocation, as victims typically cannot wait for financial assistance when addressing the need to establish themselves with a new landlord and utilities.  New Hampshire's program measures the average number of weeks to process claim and mail payment, with a total number of claims averaging 18.2 weeks. New Administrative regulations provide for expedited administrative hearings for claims where the offender continues to be a threat to the victim's safety.
