DR. FORMAN: Good morning, everyone. I'm so pleased to see that most of you are still here. I have to address a couple of housekeeping issues. Number one, please remember to fill out the yellow evaluation forms and hand them in to the people at the ILJ (Institute for Law and Justice) desk. Number two, if you get up to ask a question or make a comment, when you get to the microphone, please say your name for our court reporter so that we can give proper attribution. Finally, from 3:30 to 4:30 this afternoon in this room, the staff working on the convicted-offender outsourcing program from NIJ will be available to talk about technical issues to the vendors who are interested.

I look forward to an exciting panel this morning and I thank you all for being here so bright and early as well, and I thank Angelo for being the monitor.
