The COPS Program After 4 Years-National Evaluation
September 2000The effectiveness of the Community Oriented Policing Services (COPS) program, authorized by Title I of the Violent Crime Control and Law Enforcement Act of 1994, is summarized in this Research in Brief. The document reviews the history of the COPS program and examines the distribution of funds, program implementation, and the program's effects on policing levels and productivity, use of technology, and the style of policing in the United States. Specific attention is given to COPS grants that enabled law enforcement agencies to hire and/or redeploy police officers to community policing activities. The research covers primarily the first 4 years of the program but includes some projections through 2003.
