Excellence in Problem-Oriented Policing: The 1999 Herman Goldstein Award Winners

This report—a joint venture between the Police Executive Research Forum (PERF), the National Institute of Justice, and the Office of Community Oriented Policing Services—celebrates excellence in problem-oriented policing demonstrated by the winner and six finalists of PERF's 1999 Herman Goldstein Award for Excellence in Problem-Oriented Policing. The award recognizes outstanding police officers and departments that engage in innovative and effective problem-solving efforts and achieve measurable success in the reduction of recurring crime, disorder, and public safety problems.
