Q: Can multiple projects be bid together in a single proposal? If so, can a single budget be presented in the cost volume that shows the estimated cost for all projects proposed together?

A: Yes. You may propose multiple projects in a single application. You must clearly delineate the different projects in the program narrative and the budget narrative and detail as NIJ could decide to fund one or more but not all of the individual projects.
