Optimizing the Data Generated by GPS tracking of Offenders

For several years now probation and parole agencies have been using GPS-based technology to locate and track offenders in the community. A series of high profile cases including the Jessica Lunsford case in Florida have prompted many states to enact or propose legislation that mandates the use of GPS-based tracking of certain offenders, in some cases for life. As a result of these new laws the number of offenders monitored in this manner is expected to grow by leaps and bounds. To date, agencies utilizing this technology typically use only a fraction of the data generated, often limiting themselves to data which indicates exclusion zone violations. A tremendous amount of potentially critical data remains unused. This panel will focus on the data generated by GPS tracking systems and the many ways in which law enforcement and the criminal justice system can capitalize on this data, including crime scene correlation, sex offender residence verification, and identifying patterns of movement that may be precursors to criminal activity.
