Major findings from this report on hate crime and hate incidents reported to Kentucky law enforcement agencies during 2010 include the following: in 2010, the Southern Poverty Law Center identified 10 active hate groups in Kentucky, down from 11 in 2008, with most groups associated with either the Ku Klux Klan or Neo-Nazi groups. There were 71 hate crimes reported to the Kentucky State Police, up 9.2 percent from 2008; race was the most common motivation for reported hate crimes,56.3 percent, and of those, 82.5 percent were anti-Black; other motivations for hate crimes were sexual orientation, ethnicity/national origin, and religion; the majority of victims were individuals (88.7 percent) and most of the incidences occurred in a residence/home (36.6 percent) or on a highway/road/alley/street (16.9 percent); and more than half of the incidences involved intimidation (52.1 percent), followed by vandalism/destruction/damage (26.8 percent). This report contains information on hate crime and hate crime incidences reported to the FBI's (Federal Bureau of Investigation's) UCR (Uniform Crime Reporting) program and the Kentucky State Police. The report describes the nature of hate crime, hate group activity in 2009, Federal and State hate crime legislation, and data on hate crimes, both national and in Kentucky.
