For persons age 18 to 24, the rate began at 10.8 in 1970 and climbed to 24.8 in 1993. Then the rate decreased to a low of 14.2 in 2004, before increasing to 15.2 in 2006.
For persons age 25 or older, the rate began at 10.3 in 1970 and climbed to 12.3 in 1974. Then the rate decreased to 4.6 in 2000, before increasing to 5.4 in 2006.
