FY 2009 JAG Program
Note: These are the annual JAG solicitations, which are separate from the Recovery Act JAG solicitations.

BJA has released the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2009 State and Local Solicitations. Local applications are due July 9, 2009, and state applications were due June 25, 2009.

American Recovery and Reinvestment Act of 2009
On June 22, 2009, the Office of Management and Budget (OMB) issued "Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009."

Northern Border Prosecution Initiative
BJA is pleased to announce that the application period is open for the Northern Border Prosecution Initiative (NBPI) FY 2009 Reporting Period (October 1, 2007-September 30, 2008). The deadline to complete the NBPI application submission is July 30, 2009.

Medal of Valor
The nomination period for the 2008-2009 Public Safety Officer Medal of Valor opened May 29, 2009, and runs through July 31, 2009. All applications are limited to acts of valor that occurred between June 1, 2008 and May 31, 2009. Nominations must be submitted through the online Medal of Valor Application System.

Bulletproof Vest Partnership
BJA is pleased to announce the opening of the FY 2009 Bulletproof Vest Partnership (BVP) Program. The application period is May 13, 2009 through June 24, 2009.

Project Safe Neighborhoods Evaluation
A National Institute of Justice-funded evaluation of Project Safe Neighborhoods found that violent crime declined more in cities that used the program than in cities that did not. Case studies of nine cities also showed a decline in gun violence.

National Southwest Border Counternarcotics Strategy
The Office of National Drug Control Policy has released the 2009 National Southwest Border Counternarcotics Strategy in response to the changing situation on the southwest border. An update of the 2007 strategy, the strategy expands its original focus of stemming the inbound flow of illegal drugs from Mexico and addresses the role that the outbound flow of illegal cash and weapons plays in sustaining the cartels.

Guide on Law Enforcement Responses to People with Mental Illnesses
The Council of State Governments Justice Center has released The Law Enforcement Response to People with Mental Illnesses: A Guide to Research-Informed Policy and Practice. The guide examines studies on law enforcement interactions with people with mental illnesses and translates the findings to help policymakers and practitioners develop safe and effective interventions. SAVIN Evaluation Solicitation
The National Institute of Justice (NIJ) is seeking applications for funding to evaluate BJA's Statewide Automated Victim Information and Notification (SAVIN) Program. Funding through this solicitation is intended to support a national evaluation including state-level analyses of the SAVIN Program leading to a promising practices toolkit to aid the continued development, implementation, and enhancement of comprehensive victim notification programs within individual states and territories. Information on Public Health Emergencies
BJA recognizes that public health emergencies, whether an epidemic or pandemic influenza, biological terrorist attack, or natural disaster with public health implications can threaten America's justice system and place the rule of law at risk. BJA has undertaken a broad-scope initiative to identify the critical planning and response objectives for local justice systems and to identify lessons learned and promising approaches in preparing the justice system for such emergencies. The goal of BJA's initiative is to ensure that the rule of law is upheld during any public health crisis, whether natural or manmade. This initiative's design parallels the major components of the justice system: law enforcement, courts, corrections, and communities.

Police Executive Fellowship Program (PEFP)
As a state or local law enforcement official, are you looking for a professional management and leadership opportunity at the Department of Justice? BJA and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) are seeking leaders from state and local law enforcement to serve on rotational assignments at both BJA and ATF to assist with federal law enforcement policy, operations, and training that will subsequently benefit state and/or local agencies. With support from BJA, the Florida Regional Community Policing Institute at St. Petersburg College has launched In Harm's Way: Law Enforcement Suicide Prevention, a web site which provides an online toolkit, training information, and other resources.

In partnership with BJA, the
Discover Policing International Association of Chiefs
of Police (IACP) launched a new web site,
www.DiscoverPolicing.org, designed to inform and inspire those who are interested in a career in law enforcement. The web site is the first phase in the IACP's Discover Policing Initiative, a national recruitment campaign designed to highlight the benefits of careers in law enforcement to a broad and diverse audience, from young applicants to those seeking a career change or completing military service. To guide governments as they think about how to coordinate problem-solving courts on a statewide basis, BJA and the Center for Court Innovation brought together 18 policymakers, researchers, and practitioners for a roundtable conversation. Among other topics, participants identified the advantages and pitfalls of statewide coordination and discussed their states' strategies. The report, A New Way of Doing Business: A Conversation about the Statewide Coordination of Problem-Solving Courts, summarizes the discussion.

The National Sheriffs' Association, with support from BJA, has released Watch Out, Help Out Your Community: Neighborhood Watch Resources for Native American Communities.

With support from BJA, the Council of State Governments Justice Center has released Mental Health Courts: A Primer for Policymakers and Practitioners. This publication provides the field with a comprehensive overview and history of mental health courts and describes mental health courts’ goals and processes, how they differ from drug courts, research findings about their effectiveness, and resources for jurisdictions interested in starting a program.

GMS Online Training Tool Available
The OJP Grants Management System (GMS) On-line Training Tool assists grantees in administering their awards through the GMS. The online tool provides step-by-step instructions to complete various functions within GMS, as well as the administrative policies associated with Grant Adjustment Notices, Progress Reporting, and Closeouts.
