Operations and Support	Operations funds may be applied to functional expenses, such as overtime, personnel salaries and associated benefits, and related tasks that directly affect these operations. The incurred expense should produce a specific result or outcome directly related to anti- and counter-terrorism efforts. Planning	Planning funds may be applied to the development of proposed scenarios or methods to prepare for a specific contingency or emergency operation performed in response to terrorist acts or threats. Also, these funds may be used to develop a jurisdictional, long-term strategic plan focusing on the creation and employment of anti- and counter-terrorism operations, teams, and response procedures. Training	Training funds may be applied to the initial or advanced training of individuals and teams or to provide education directly applicable to anti- and counter-terrorism operations. Technical Assistance	Technical Assistance funds may be used for technical support and training directly related to a jurisdiction's ability to plan, organize, coordinate, and execute specific anti- and counter-terrorism operations. Technical support and training may be provided by, or through, the Office of Justice Programs. Survivor's Benefits and Individual Victims	Provides funds to compensate eligible survivors of a public safety officer killed in the line of duty or to compensate the officer who becomes permanently and totally disabled. Funds may also be provided to the surviving spouse and children for educational assistance. Individual victims may be eligible for benefits under the OVC-funded Crime Victim Compensation Grants.
