Technical Assistance Technical Assistance funds may be used for technical support and training directly related to a jurisdiction's ability to plan, organize, coordinate, and execute specific anti- and counter-terrorism operations. Survivor's Benefits and Individual Victims Provides funds to compensate eligible survivors of a public safety officer killed in the line of duty or to compensate the officer who becomes permanently and totally disabled. Funds may also be provided to the surviving spouse and children for educational assistance. Individual victims may be eligible for benefits under the OVC-funded Crime Victim Compensation Grants.
