SCAAP: Inmate Information

The table and chart below show the required inmate identifier data elements and the required ASCII fixed-field format. A few elements are not mandatory but should be included if available. When entering your inmate information for uploading to the system, follow the instructions below very carefully. DO NOT USE THE TAB KEY when filling in your data. If any part of your inmate information does not require the use of all the available spaces in a given field, USE THE SPACE BAR to advance to the beginning of the next field. EXAMPLE: The chart below is of two inmate records that are in the correct format. The last name of an inmate can be up to 40 characters long, but most inmates, last names will not be 40 characters. In the chart below, the first inmate listed has the last name of "Smith." We began entering the last name at column 10 in the text file. Because "Smith" is only 5 characters long, it is necessary to hit the space bar 35 times, to get to column 50, before entering the inmate's first name.

1 A-number 9 1 YES This number is a 7-, 8-, or 9-digit number assigned by INS to alien inmates they have interviewed. It is not a detainer number. If this number is available, enter it here; otherwise, fill the field with zeros (0). Use only numbers (take out dashes, etc.) and add zeros (0) as the beginning digits if the number is fewer than 9 digits. Do not begin with the letter A.
2 Last
name(s)
40 10 YES Many Hispanics have two last names; both should be entered in this field. If there are two names, leave in the hyphen or space between the names. If the name is fewer than 40 characters, enter the name and leave the remainder of the field blank.
3 First
name(s)
25 50 YES If there are two names, leave in the hyphen or space between the names. If the name is fewer than 25 characters, enter the name and leave the remainder of the field blank.
4 Middle
name(s)
25 75 NO, but provide if available If there are two names, leave in the hyphen or space between the names. If the name is fewer than 25 characters, enter the name and leave the remainder of the field blank.
5 Date of birth 8 100 YES The date must be in the format YYYYMMDD. Insert a "0" in the sequence as necessary to fill in all spaces; e. g. , "19750305" would be March 5, 1975.
6 Unique inmate number 15 108 YES This number is the unique inmate identifier number assigned or used by the applicant. It allows separate submissions under inmate aliases to be identified as the same individual. If the number is fewer than 15 characters, enter the number and leave the remainder of the field blank.
7 Foreign country of birth 10 123 YES Enter the standard INS Country Code for the country of birth. Only standard INS Country Codes will be accepted. Standard INS Country Codes vary in length from 2 to 5 letters. Please enter the appropriate code and add spaces after the code to pad the section to a maximum field length of 10 characters.
8 Date taken into custody 8 133 YES The date must be in the format YYYYMMDD. If the incarceration began prior to July 1, 2001,You may use the actual date the inmate was taken into custody or July 1, 2001.
9 Date released from custody 8 141 YES The date must be in the format YYYYMMDD. You must use the actual date the inmate was released from custody if it's within the reporting period; if the inmate is still in custody at the end of the reporting period, use June 30,2002.Each inmate must be housed in the correctional facility for at least four consecutive days during the reporting period.
10 FBI number 10 149 NO, but provide if available If no FBI number is available, leave this field blank by inserting 10 spaces. If the number is fewer than 10 characters, enter the number and insert spaces after the number for the remainder of the field.
