FY 2007 CASOM Grant Awards

Overview:
The Comprehensive Approaches to Sex Offender Management (CASOM) Discretionary Grant Program provides funding to help jurisdictions effectively manage sex offenders in the community by implementing new or enhancing existing programs. Programs need to increase public safety and reduce victimization. Although CASOM focuses on the continuum of activities and services for sex offenders, grant funds must be targeted for community reintegration and community management of these offenders, not for institutional services.

In implementing an approach to managing sex offenders, grantees will convene a multidisciplinary, collaborative team that should include members from community corrections, institutional corrections, the release decisionmaking authority (i.e., parole board where applicable), law enforcement, the judiciary, sex offender-specific treatment providers, nongovernmental nonprofit victim advocacy, prosecution community, criminal defense bar, noncriminal justice service providers representing community and faith-based organizations, and schools and social service agencies (for juveniles). Jurisdictions may also include medical professionals, polygraph examiners, and others who influence, enhance, or are affected by the jurisdiction's sex offender management practices.

Under the CASOM Program, the Center for Sex Offender Management (CSOM) supports grantees by helping them develop sound sex offender management strategies. CSOM also provides nongrant jurisdictions with training and technical assistance opportunities and acts as an information exchange medium to provide useful, current, and accessible information to the field.

Legislation: The CASOM Program was established by the Violent Crime Control and Law Enforcement Act of 1994 (Public Law 103-322).

Funding: FY 2008 funding has not yet been determined. FY 2007 funding was approximately $4.6 million.

Eligibility: Local, state, and tribal communities who are interested in addressing the management of juvenile, adult, or a mixed population of sex offenders are eligible to apply for this grant program. Applicants who are in varying stages of developing sex offender management strategies are eligible to apply. Applicants must coordinate their proposal with others in their jurisdiction to ensure a collaborative response.

How/When To Apply: The FY 2007 solicitation was released on October 16, 2006, and applications were due December 7, 2006. Applicants must apply through Grants.gov. BJA does not have any information regarding FY 2008 at this time.
