PURPOSE: The Washoe Tribe of Nevada and California will use grant funds to implement a
tribal, juvenile drug court, which will target nonviolent, juvenile offenders. The 4-phase, post-adjudication program will serve 145 juveniles and family members over a 3-year period.
Clients will be expected to participate in the program for a minimum of 12 months. The drug
court will provide intensive judicial supervision, treatment, mandatory drug testing, graduated
sanctions, aftercare, and other rehabilitative services. The program will provide collateral
services such as tutoring, transportation, recreation, employability training, mental and primary
health care, and educational services. The goals of the program are to: enhance public safety by
reducing substance abuse, provide strength-based treatment, reintegrate native tradition, increase
positive family functioning, and evaluate the program's effectiveness. The court will conduct
process and outcome evaluations to evaluate the court's operations and impact on the
surrounding community. The Washoe Tribe of Nevada and California will coordinate its efforts
with the following agencies: Washoe Tribe Healing Center, Alpine Kids Day Care Center,
Cultural Preservation Office, Washoe Tribal Police, and the California Indian Manpower
Consortium.
