PURPOSE: The Hampden County Juvenile Drug Court will use grant funds to implement a
juvenile drug court, which targets nonviolent, substance-abusing juvenile offenders. The goals
of the program are to reduce crime and substance abuse and to strengthen families. The program
will serve 150 juveniles and family members over a 3-year period. Clients will be expected to
participate in the program for a minimum of 6 to12 months. The drug court will provide
intensive judicial supervision, treatment, mandatory drug testing, graduated sanctions, aftercare,
and other rehabilitative services. Additionally, a management information system will be
utilized to monitor client progress and to conduct process and outcome evaluations. The
program will provide collateral services such as tutoring, mentoring, recreation, transportation,
mental and primary health care, and educational services. The Hampden County Juvenile Drug
Court will coordinate its efforts with the following: Springfield School District, Western
Massachusetts School Drug and Alcohol Counselors Association, Baystate Medical Center, and
the University of New Hampshire.
