AWARD AMOUNT:

$483,000*

PURPOSE: The San Luis Obispo County Probation Department will use grant funds to implement a drug court for nonviolent, substance-abusing male and female juvenile offenders. The post-adjudication juvenile drug court will serve more than 210 individuals (105 juveniles and at least one family member for each juvenile) through a multi-phase treatment program lasting at least 12 months, including 3 months of aftercare, over the 3-year grant period. The main goals and objectives of the program are to: (1) strengthen families; (2) improve school performance;

(3) reduce client involvement in the juvenile/criminal justice system; (4) establish a shared database for both case management and juvenile justice information; (5) reduce substance abuse; and

(6) retain youthful offenders in the county for treatment and prevent out-of-home and out-of-county placements. Juvenile drug court services will include intensive judicial supervision, treatment, graduated sanctions and incentives, and frequent, mandatory drug testing. The drug court program will coordinate collateral services such as educational development, job readiness, independent living skills training, primary and mental health care services, teenage parenting programs, transportation and housing assistance, mentoring programs, community service, and recreational activities. The San Luis Obispo County Probation Department will acquire existing drug court management information system software, which will be customized for interagency operational use and evaluation purposes. An independent evaluator will conduct a process and outcome evaluation to gauge program effectiveness. The grant recipient will coordinate the juvenile drug court effort with the following: the San Luis Obispo County Juvenile Court, the Office of the District Attorney, a defense attorney, San Luis Obispo County Behavioral Health Services - Drug and Alcohol Services, the County Office of Education, the County Information Services Division, and Don Maruska and Company, Inc. (program evaluator).
