PURPOSE: The Wayne County Drug Treatment Court will use grant funds to implement an
adult drug court in a rural jurisdiction. The court will serve 90 misdemeanor, felony, and
probation-violating, nonviolent offenders annually. The program will last approximately 12 to
18 months, and it will operate based on a post-adjudication and deferred prosecution model. The
program will provide intensive judicial supervision, sanctions and incentives, mandatory drug
testing, and aftercare services through the use of a 4-phase structure. The program will provide a
county court level of intervention, which addresses the complex community, social, and
individual factors that contribute to an individual's involvement in drugs and alcohol. The court
has established relationships with the NYS Unified Court System, various local substance abuse
treatment providers, the Wayne County Sheriff's Department, Newark Police Department,
Wayne County District Attorney, Wayne County Public Defender, Wayne County Probation
Department, Wayne County Department of Social Services, Wayne County Pretrial Release
Program, Wayne County Alternative to Incarceration, and various community education
programs. The court will conduct process and outcome evaluations, which will evaluate the
court's operations and impact on the surrounding community. The court will utilize the NYS
Universal Treatment Application, which allows the court to maintain a uniform database
throughout the state, while allowing flexibility to suit the needs of the local court.
