FY 2002 DRUG COURT GRANT PROGRAM

AWARD AMOUNT:

$500,000*

PURPOSE: The Monroe County Circuit Court, Family Division will use grant funds to implement a drug court for nonviolent, substance-abusing, male and female juvenile offenders. The drug court will serve a total of 150 to 200 people (75-85 juveniles and at least one family member for each juvenile) for a period of 12 months, followed by 6 months of aftercare, during the 3-year grant period. Entry into the program will occur through both deferred prosecution and probation violation case processing methods. The principal goals and objectives of this program are to: (1) provide expedited, strength-based treatment interventions; (2) reduce probation violations related to substance abuse; (3) reduce recidivism; and (4) increase juvenile clients' and their families' social skills and community involvement. Juvenile drug court services will include intensive judicial supervision, treatment, graduated sanctions and incentives, and frequent, mandatory drug testing. The drug court program will coordinate collateral services such as educational development, job training, primary and mental health care services, transportation and housing assistance, mentoring programs, community service, and recreational activities. The Monroe County Circuit Court, Family Division will implement a drug court management information system for operational and evaluation purposes. An independent evaluator will conduct a process and outcome evaluation to gauge program effectiveness. The grant recipient will coordinate the drug court effort with the following agencies or organizations: the County Human Service Collaborative Network, County Community Mental Health Authority, County Public Health Department, and Michigan Works (job training).
