PURPOSE: The Livingston County Circuit Court will use grant funds to implement a drug court
for nonviolent, substance-abusing, male and female adult offenders. The post-adjudication drug
court will serve 200 clients through a 12-month, multi-phase treatment program, followed by
approximately 12 months of aftercare. Although nonviolent offenders with substance abuse
problems whose offenses meet the eligibility criteria may participate, special emphasis and
programming will be devoted to young men with DWI offenses, the Hispanic population, and
women raising minor-aged children due to the increasing rates of illicit drug and alcohol arrests for
these populations in the jurisdiction. The principal goals and objectives of the drug court program
are to: 1) reduce substance abuse and driving under the influence rearrests; 2) increase employment
rates and productivity among participants; 3) improve the care provided to children residing in the
homes of program participants; 4) reduce the college binge drinking arrest rate; and 5) to integrate
culturally-competent treatment services for the Hispanic community. Drug court services will
include intensive judicial supervision, treatment, graduated sanctions and incentives, and frequent,
mandatory drug testing. The drug court program will coordinate collateral services such as
educational and employment services, primary and mental health care services, transportation and
housing assistance, mentoring programs, and community service. The Livingston County Circuit
Court will acquire drug court management information system software for operational and
evaluation purposes. An independent evaluator will conduct a process and outcome evaluation to
gauge program effectiveness. The grant recipient will coordinate the drug court effort with the
following: the Office of the Prosecuting Attorney, the Sheriff's Department, a local defense
attorney, Livingston County Community Corrections, the Department of Corrections, SOS-Livingston (for treatment assessments and referrals), and local substance abuse treatment providers.
Grant funds will support the drug court coordinator's position, travel to drug court training
conferences, equipment, drug testing supplies, substance abuse assessments and counseling, and
program evaluation.
