PURPOSE: The Guam Judicial Branch will use grant funds to implement a drug court to serve
substance-abusing, misdemeanor and felony criminal offenders. The goals of the drug court are
to reduce program participants' criminal activity, substance abuse, and recidivism, and to
increase their ability to obtain gainful employment and complete appropriate educational and
vocational programs. The drug court will serve approximately 120 clients in a 12 to 18-month
deferred prosecution program over a 2-year period. An effective treatment program that
provides a continuum of alcohol, drug, and related treatment and rehabilitation services will be
established. All participants will undergo intensive judicial supervision and frequent case
monitoring to include random drug testing and home visits. Collateral services will include
vocational training, job placement, social services, transportation, housing assistance,
counseling, and self-help groups. Drug court staff will develop an automated management
information system and conduct evaluations to assess program implementation and impact. The
Guam Judicial Branch will coordinate with state and local organizations such as the Guam
Housing and Urban Renewal Authority, One-Stop Career Center, the Public Health Department,
and Eric's House of Hope.
