PURPOSE: Central Nebraska Drug Court will use grant funds to implement a drug court to
treat nonviolent, substance-abusing, male and female adult offenders who are residents of
Adams, Buffalo, Hall, and Phelps Counties. The drug court will serve 220 clients in a 18-month
post-adjudication program over a 3-year period. Program services will include early,
continuous, and intensive judicial supervision, treatment, mandatory drug testing, graduated
sanctions, incentives, and other rehabilitative services such as education, primary health care,
housing, employment, and aftercare. Central Nebraska Drug Court's goals include reducing
substance abuse, commitments to jail and prison, and recidivism. The drug court will use a
management information system to collect and maintain data for operational and evaluation
purposes. An independent evaluator will conduct process and outcome evaluations to gauge
program effectiveness and determine whether the program is meeting its goals and objectives.
Central Nebraska Drug Court will coordinate with local and state organizations such as Nebraska
Department of Health and Human Services, local faith communities, the University of Nebraska,
YMCA, YWCA, Workforce Development, and the Salvation Army.
