PURPOSE: The Town of Erwin will use grant funds to implement a drug court to treat nonviolent,
substance-abusing, male and female adult repeat offenders who are charged with a misdemeanor in
Unicoi or Washington Counties. The drug court will serve 110 to 165 clients in a 12 to 15-month post-adjudication program over a 3-year period. The following program services will be offered: early,
continuous, and intensive judicially-supervised treatment to address addiction, co-occurring mental and
emotional disorders, family issues, and other lifestyle difficulties; mandatory drug testing; graduated
sanctions; incentives; and other rehabilitative services such as education, primary health care, housing,
employment, and aftercare. Drug court participants will find and maintain gainful employment,
successfully complete treatment programs, locate appropriate housing, lower their rates of probation
violations and recidivism as compared to non-drug court participants. An management information
system will be used to collect and maintain data for operational and evaluation purposes. An
independent evaluator will conduct a process and outcome evaluation to gauge program effectiveness
and determine whether the program is meeting its goals and objectives. Drug court team members will
coordinate with local and state organizations such as Comprehensive Community Services, East
Tennessee State University, and Workforce Investment Act Services.
