Including Evaluation in Requests for Proposals (RFP)

Including evaluation as a requirement at the time of program planning can help improve programs. The RFPs provided here are good examples of how to incorporate evaluation in RFPs. Though many factors will play a role in how evaluation is incorporated into an RFP, the following are guidelines to consider:

  • Program evaluation is clearly designated as a core requirement of the proposal
  • A concise definition of program evaluation is included
  • A discussion of how the evaluation results will be used is provided
  • Implementation of evidence-based programs is encouraged or required
  • Program logic models are required
  • Clear and specific directions detail requirements and/or options for what measures to collect, how and when to collect data, the process for submitting data, and the timeline for data collection
